United by a passion for protecting the Gulf Coast’s unique ecosystems and wildlife, the Board provides strategic direction, fosters meaningful partnerships, and ensures the organization’s long-term sustainability and impact. Through their leadership, FPMI continues to expand its role as a trusted resource for marine mammal rescue, public education, and environmental stewardship throughout the region.
Mrs. Pamela George brings more than 18 years of leadership experience in marine park management, where she played a pivotal role in operations, programming, and community engagement. As Co-Founder of the Florida Panhandle Marine Institute (FPMI), she is deeply committed to advancing marine conservation, education, and rehabilitation efforts across the Gulf Coast.
Pam has served on the Board of Directors for the Panama City Beach Chamber of Commerce and remains actively involved in numerous boards and committees that support regional growth and environmental stewardship. Her leadership continues to drive FPMI’s mission, partnerships, and long-term vision.
Mr. Ron Hardy offers more than 25 years of experience in the marine industry. He began his career as a high school band director before transitioning into the marine park field in 1984, where he quickly became a respected leader.
Ron has been an active contributor to the Alliance of Marine Mammal Parks and Aquariums, supporting accreditation standards and best practices across marine parks, aquariums, zoos, and research facilities worldwide. As Co-Founder of FPMI, his extensive industry knowledge and leadership continue to guide the organization’s strategic development and operational excellence.
Ms. Julia Cunningham is a seasoned business leader and community advocate, having retired as Vice President of Business Development for Fortune 100 corporations, where she worked with companies generating more than $2 billion in annual revenue. She now dedicates her time to her passion for Florida’s Gulf Coast, serving as a leading Realtor in the Cape San Blas and Indian Pass markets with 98 Real Estate Group, helping others discover the area’s unique charm.
Julia is also a local entrepreneur and Co-Founder of Scallop RePUBlic, a popular gathering spot on St. Joe Bay known for its relaxed atmosphere, live music, and curated selection of beer and wine. Her commitment to the community includes her instrumental role in securing grant funding for Loggerhead Trails, a nine-mile bike path along Cape San Blas Road.
She has served on multiple boards appointed by the Gulf County Commissioners and was a member of the Gulf County Tourist Development Council for eight years. In addition, Julia is actively involved in marine mammal rescue, rehabilitation, and stranding response efforts on Cape San Blas.
Mrs. Carol Roberts served as President and CEO of the Bay County Chamber of Commerce for more than 45 years, making her one of the most influential business leaders in the region. During her tenure, she led transformative initiatives, including the relocation of the regional airport and the advancement of major infrastructure projects that shaped the area’s economic growth.
Carol is widely respected for her strategic vision, leadership, and exceptional ability to foster strong relationships across both public and private sectors. Her experience provides invaluable guidance to FPMI’s governance and community partnerships.
Dr. Forrest I. Townsend Jr. is a retired veterinarian and former owner of Bayside Hospital for Animals, with more than 34 years of experience specializing in marine mammal health. He has consulted with numerous oceanariums and marine facilities nationwide and served as lead veterinarian for the National Marine Fisheries Service (NMFS) wild dolphin health assessments for over 20 years.
Dr. Townsend’s extensive clinical expertise and field research experience continue to support marine mammal conservation, rehabilitation, and health monitoring initiatives nationwide.
Mr. Bill Allen is a respected community leader and business professional with a strong commitment to conservation, education, and regional development initiatives. Through his service on the Board of Directors of FPMI, he provides valuable insight, leadership, and community connections that help strengthen the organization’s mission and outreach efforts.
